What the AS-1 marking actually is
AS-1 is a glazing classification. It comes from ANSI/SAE Z26.1, the test standard adopted by the federal glazing rule, and it designates laminated glazing that meets the highest optical class with at least 70 percent light transmittance, permitted in any opening in a vehicle including the windshield. Separately, most windshields carry a small AS-1 notation near the upper edge on each side, usually inside or just below the black ceramic frit band. The imaginary horizontal line joining those two marks is what everyone calls the AS-1 line. Note what it is not: it is not a federally mandated tint boundary, and there is no federal rule that requires the manufacturer to place a mark there. It is a manufacturer convention that state legislatures then adopted as a convenient reference in their tint statutes.
To find it, stand outside the car and sight along the top edge of the glass on the driver's side, then the passenger side. If your windshield has no AS-1 mark at the top (some do not, and a replacement part may place it differently), most state codes include a fallback of a stated number of inches measured down from the top of the windshield.
Why tint above the line is treated differently
The area of the windshield that matters for driving vision must pass light. That is the point of the transmittance requirement in the federal glazing standard, and it is why aftermarket film that darkens the main body of the windshield is prohibited nearly everywhere. The band above the AS-1 line is treated as non-critical, which is why vehicles leave the factory with a gradient shade band there and why most states permit a non-reflective tint strip in that band.
State approaches split into three patterns: allow tint only above the AS-1 line; allow tint in the top few inches measured down from the top edge; or allow tint above the AS-1 line or a stated measurement, whichever is lower on the glass. The practical consequence: damage below the AS-1 line is not automatically a problem, and damage above it is not automatically fine. A chip an inch below the AS-1 line at the passenger corner is far less consequential than a chip six inches above the dash directly in front of the steering wheel.
Why repair standards fence off the driver's zone
The consensus repair standard for the industry, ROLAGS, treats the area directly in front of the driver differently from the rest of the glass and applies a tighter limit on what should be repaired there. The reasoning is optical, not structural.
A properly executed repair restores strength and stops propagation, but it does not restore the glass to invisibility. Cured resin never matches the refractive index of glass exactly, the pit fill leaves a small polished spot, and the fracture surfaces stay faintly visible.
Everywhere else on the windshield that is cosmetic. In the driver's zone your eye returns to the same position every time you drive, so a permanent blemish sits in your line of sight for the life of the glass, and it is worst at night and against low sun.

How states commonly define the critical area
There is no national definition. The four patterns you will encounter are these.
- The wiper sweep test. The critical area is the portion of the windshield swept by the wipers in front of the driver. This is the most common formulation and the easiest to apply, since you can define it on your own car in ten seconds.
- A defined rectangle. Some codes and inspection manuals specify a measured area centered on the driver's position, with the dimensions written into the rule. Where a state does this, the number is definitive and there is no argument to be had.
- A general obstruction standard. Many states simply prohibit any object or damage that obstructs or impairs the driver's clear view, leaving the judgment to the officer or inspector. These are the states where identical damage can produce different outcomes.
- Size limits plus a driver-zone exception. Some states allow cracks up to a stated length or chips up to a stated diameter anywhere on the glass, then apply a stricter rule or an outright prohibition inside the driver's area.

How an inspector actually judges it
Inspection practice is more consistent than the statutes. Expect roughly this sequence: the inspector looks at the glass from the driver's normal seated position rather than from outside, runs or observes the wipers to establish the swept area, identifies whether the damage falls inside that area in front of the driver, and measures the damage including its legs, not just the central pit.
Prior repairs get looked at too, since a hazy or distorted old repair in the driver's zone can be written up even though the glass is structurally fine. Damage at the bonded edge is usually treated as a defect regardless of where it sits laterally.
What to measure before you decide anything. Sit in your normal driving position and have someone place a small piece of tape on the outside of the glass at your straight-ahead sight line. Use the AS-1 line for one purpose only: deciding how far down tint may legally extend on your windshield.
