Snow Plows, Salt Trucks and Winter Road Damage

Why winter debris behaves differently from summer gravel
Three things change once the plows are out.
- The material is spread deliberately, across the whole road. Summer chip risk comes from spillage and from stones that happen to be in a tire's path. Winter grit is broadcast across every lane on purpose and then stays there for weeks, so the supply of loose aggregate is continuous rather than occasional. - Some of what hits you is ice, and ice is not soft. Snow packed by a blade at 15 degrees F, with sand and salt crystals frozen through it, arrives as a dense lump rather than a snowball. It carries far more mass than a stone, so even a modest closing speed delivers a large amount of energy.
- The glass is at its weakest at the same moment. Cold glass under a steep thermal gradient, with the defroster running, is exactly the condition in which a fresh chip runs into a crack overnight. Ice off a blade is not a snowball
The reason plow ice does real damage is mass. A stone that chips a windshield at highway speed might weigh a few grams. A lump of blade-compacted snow can weigh far more, and it does not shatter harmlessly because it is not fresh powder: it has been pressed, partly melted by friction and refrozen, with sand and salt crystals through it.
Because the contact area is broad rather than needle sharp, the typical result is different too. Stone strikes tend to produce a neat pit with a cone under it. A heavy ice strike more often produces a large bullseye, a wide starburst, or a crack that appears with a vague impact point, and it can crack glass that is already cold and under thermal load without leaving an obvious pit at all. If you cannot find a clear impact point, work through stress cracks versus impact cracks before you assume something hit you, because who pays depends on that answer.
The worst moment is passing. Alongside the blade you are in the discharge stream, at the highest relative speed of the encounter, with spray on your glass and reduced visibility. On a two lane road, an oncoming plow discharging toward the centerline creates the same problem in the other direction: slow down, move to the right within your lane, and let it go by.
What salt actually does inside an open chip
Road salt does not eat glass. The problem is what it does inside the fracture, and it is worth understanding because it decides how good your repair can be.
- Brine wicks in further than water would. Salt water stays liquid well below the freezing point of plain water, so on a cold day it keeps flowing into the legs of a star break by capillary action instead of freezing at the entrance. It reaches the fine leg tips, which are the parts of the break a repair most needs to fill.
- It crystallizes when it dries. Every wet and dry cycle leaves solid salt behind on the fracture faces. Crystal growth in a confined space is not gentle, and repeated cycles pack the cavity.
- Resin has to wet bare glass to bond. A film of salt and the road grime it carries sits between the resin and the glass. That is why a chip that spent a winter open commonly finishes with a visible gray or cloudy remnant even when the repair holds perfectly well. The repair still restores strength and stops the spread, it just does not disappear.
- Trapped moisture freezes and wedges. Water that does freeze in a leg tip expands, and it does so at the exact point where extra tension is least welcome.
Do this within the hour, not the week. Rinse the damage with clean, cool water to flush loose salt, let the outside surface dry, and cover the pit with a small square of clear tape. Never pour warm or hot water on cold glass, and never put superglue, nail polish or any household filler in the break. Technicians can dry and flush a break before injecting resin, using heat and vacuum cycles, and a good one will tell you honestly what to expect before starting. How much of the salt comes back out varies with the break type, how long it sat and how many freeze cycles it saw. Following distance in a winter convoy
The specific winter problem is a speed mismatch. Plows and spreaders work at roughly 25 to 35 mph while everyone behind them wants to travel at 55, so a queue forms and drivers pass. Almost all plow-related glass damage happens in that queue or during the pass.
- Six seconds minimum behind any winter maintenance vehicle. Pick a fixed object, count from when the truck passes it until you do. Four seconds is the clean-highway working number for ordinary traffic, and winter equipment earns the extra two because it is actively throwing material.
- Do not sit in the spray plume. If your wipers are running continuously to keep up, you are too close, and you are also grinding a salt and grit slurry across the glass with every sweep.
- Pass only when the operator invites you, and never on the discharge side. Plow operators can see you and generally will signal. Passing blind on the right of a wing plow puts you into the curtain.
- Assume the road ahead of a plow is worse than the road behind it. That is the safety tradeoff for staying back, and it is usually the right one.

- Add distance again in a thaw. Melting exposes the whole winter's accumulated grit at once, and sweepers are usually weeks behind.

Claiming against a city, a state agency or a contractor
Start with the honest answer: most of these claims are denied, and filing on your own comprehensive coverage is usually faster and cheaper. That said, the route exists and it is worth knowing how it is structured before you decide.
Public agencies carry governmental immunity, which is waived only to the extent a state's tort claims act allows. Two consequences follow. First, there is normally a formal notice of claim that must be filed with the right entity, and the deadline is often far shorter than an ordinary lawsuit deadline.
