FMVSS 205: The Glazing Standard in Plain English
The short answer
- FMVSS 205 governs the glazing material as it leaves the factory. It says nothing about damage once the glass is in your car, so there is no federal crack length limit hiding inside it.
- A windshield has to be laminated safety glazing marked AS-1, and it has to pass at least 70 percent of visible light through the areas needed for driving vision.
- AS-2 is tempered glazing at 70 percent or more and is legal everywhere except the windshield. AS-3 sits below 70 percent and is only allowed where the view is not needed for driving.

FMVSS 205 is the federal rule that decides what your windshield is made of and where each kind of glazing may be used. In practice it does three things: it requires that safety glazing meet an industry material specification, it sets which glazing class is allowed in which opening, and it requires the manufacturer to certify that by marking the part. Everything you can read in the corner of your glass, the AS number and the DOT code, exists because of it.
What the standard actually requires
The rule works by reference. Rather than writing its own test methods, the federal glazing standard adopts a long standing industry specification for safety glazing materials and then assigns glazing classes to positions on the vehicle. That specification is where the physical tests live: impact and penetration resistance, resistance to abrasion, weathering, humidity and boiling water, and limits on optical deviation and secondary image. A windshield has to survive all of that as a material before anyone talks about how it is fitted.
Three requirements matter to a driver:
- Construction. A windshield must be laminated: two glass plies bonded to a plastic interlayer, so that a break stays stuck together rather than leaving the opening. The construction is explained in what a windshield is made of.
- Light transmittance. Glazing in the areas requisite for driving vision has to transmit at least 70 percent of visible light. This is the number every tint conversation eventually comes back to.
- Certification marking. The part carries a permanent marking identifying the manufacturer and the glazing class, which is how an inspector, an installer or you can tell at a glance whether a piece of glass belongs where it is fitted.

The AS designations and where each one is allowed
The AS number is the glazing class. It tells you the construction, roughly what the light transmittance is, and therefore which openings the part is permitted to fill. Read it as a permission slip, not a quality grade.

Two consequences follow. A tempered part can never legally be a windshield, whatever it costs or however well it fits. And factory privacy glass is legal at a darkness that would fail a tint inspection if you achieved it with film on a front door, because the rule is written about the position rather than about the method. The 70 percent rule, and why your tint law is separate
Seventy percent applies to the glazing as manufactured, in the area needed to drive. That is why an AS-1 windshield can still carry a dark band across the top: the band sits above the region treated as requisite for driving vision, which is what the AS-1 line on your glass marks. Where drivers get caught out is film. Adding film to a windshield reduces transmittance below what the glazing was certified at, and the enforcement of that sits with your state's equipment code, measured with a meter at the roadside or at inspection. The federal number is the reason state limits cluster where they do, but the ticket comes from state law. Solar performance built into the laminate is a different thing entirely, since it targets infrared rather than visible light, which is how a factory solar or infrared reflective windshield keeps the cabin cooler without going dark.
How the marking on your glass ties back to the rule
Federal vehicle safety standards work by self certification. No agency inspects and approves each windshield model before sale. The manufacturer is required to build to the standard and then certify compliance, and the marking in the corner is that certification made visible.
The block usually contains the brand, the word LAMINATED or TEMPERED, the AS class, a DOT code, and the manufacturer's own model number for that construction. The DOT code is a manufacturer identifier assigned by the federal agency, so it tells you who made the glass and nothing about who assembled your car. The one check worth doing at delivery. Before the old glass comes out, look at the corner marking on the new part while it is still in the shop. Confirm it says laminated, confirm the AS class matches the position, and confirm any feature callouts you paid for. It takes ten seconds, and it is far easier than arguing after the urethane has cured.
What the glazing standard does not do
Most of the confusion about FMVSS 205 comes from expecting it to answer questions it was never written to answer.

What this means when you are buying glass
Because compliance is a floor rather than a ranking, the standard cannot settle a price difference for you. Two windshields can both be fully compliant while one has visible waviness at the edge of the driver's view, a bracket that sits a fraction off, or a missing acoustic layer. That is the honest reason a cheap quote and an expensive quote can both be legal, and it is why the useful questions are about part number, feature match and workmanship rather than about legality. The standard does give you two hard checks. Glazing class has to match the position, and the marking has to be there and legible. If a part arrives unmarked, or marked for a position it is not going into, that is not a judgement call. What to do with this before your appointment
Read the corner of your current windshield first, in daylight, from outside the car. It tells you the class, the maker and usually the feature content of the part you have, which is the fastest way to specify the part you want. Then ask the shop to confirm in writing which part number they are ordering and which features it includes.
If your car has a camera behind the mirror, the glazing class is only half the specification, because the optical patch in front of the camera and the bracket position matter as much as the material.
